Not with that engine. That was the barest of bare bones DD inboard engines a few years ago. I'd bet that thing is good for 35 to 40 MPH.

My lil 18' Bowrider topped a solid 55 mph with a stockish 325 hp 350. I bet that 17er would see 50 plus.
