I still should be able to answer your question because jet pump function hasn't changed much in forever.
First, the terms "fuel mileage" and "jet boats" really should never be used in the same sentence.
And #2, You'll probably get the least fuel consumption around 3000-3200rpm. You want to be going fast enough to be on plane but trying to keep the rpms as low as possible.
