Is it something I would wait around and watch or drop it off and come back for   And I just bolted on a brand new hp 950 haven't even run gas through it would they tune it or just run it as is mayby a lot of retard questions butt never had the need to dyno a motor

No, you stay there and work on the thing... (or at least I always have). I imagine you could just drop it off and let them deal with it... not really sure as I have never done that, to be honest. Tuning your new carb, setting timing, all that good stuff is part of the deal and part of the point of spending money on putting it on the dyno. Steve is super helpful and is great for pointers, or advice... and is sure not afraid to get his hands dirty and work on a motor on his dyno. The cool part is... once you get a decent starting point tune... which he usually can get down in just a few pulls... then comes the time to start trying stuff... playing with carb spacers, different lash settings, playing with nitrous tunes, etc... whatever you want to try out and bring with you, so long as you have time, he's willing to make pulls. You're paying for they dyno and operator's time... so anything you wish to do in that time with your motor is cool.
