Do you run a mechanical pump or electric pump?
Either way try priming the fuel line to the pump, or take the line off the carb and fill it full of fuel. If the pump is mechanical get yourself a cup and fill it full of gas. Get the boat to run and use the fuel in the cup to keep it running. This will pump the mechanical pump long enough to get fuel. Then you should be golden.
If however, you are running a electric pump. There should be a "T" between the tanks, and may even have a shut off. Check that "T". The lines could be rotten, or even off or the "T" could be closed. When I had dual tanks I had an air leak in one line and the boat wouldn't draw from either tank because the fuel would reach the "T" and then get full of air. Almost like poking a hole in the side of your straw.
