can anyone tell me who makes this elbow. it looks to be cast aluminum. the previous owner of the boat put jb weld all over the weld so i asume theres a crack so i want to fix it right or replace it. also does anyone have any tips on taking it off.

Could be any number of companies. My recommendation would be to pull it and have it welded up properly, should not be a big deal for an experienced welder. Be way cheaper than a new one, because I seriously doubt you could buy only one.
You might also want to get them powder coated. There should also be a flapper valve installed in ether the outlet tip or in the vertical part of the pipe.

Didn't notice you asked about removing it (was in a piss poor mood).
All you need to do is remove the four bolts on the riser and loosen the clamps. She should pop right out of there. You may need to squirt a little Dawn dish soap and water in between the hose and the pipes using a smooth screwdriver to break it free.
The gaskets for the riser should really be replaced annually anyway, they can be picked up from Sierra for cheap. Part number 18-0897 and Mercruiser part number 27-863724 (I think)...
Use Never Seize when you put it back together.

Alright thanks gt. I'm going to weld it back together. And powder coat it.
I have a couple more questions about this boat and don't want to start a new thread.
One is there is a rubber bellow on the bottom of the outside coming from the transom that is connected only on one side. Do I need to have that connected on both sides. I think its for exhaust.
Another question is my bolts for the motor mounts to the floor are loose and keep spinning. Do you have any tips to fix this
