I have a carb that I did a rebuild on and having a few issues when I rev up the motor it seems to take its sweet ass time coming back dwn to idle and when it idles it's seems to surge a little this is all on a stock 454 with a 3 wire hei  another question I have is I took off the choke assembly it's was damaged carb fell at one point I notice  I had a vacuum leak and put a bolt with some sealent in the hole where the choke bolted on thinking that could be the problem.  The carb has vac secondaries how would I tell if that is wrking without putting the boat in the water hope I'm clear enough  boat on trailer seems to run ok idles a little higher then it should I think what ? Should it idle at??

Sounds like a vacuum leak to me. You said you dropped it and had to fix it with sealant ? Not sure that's gonna work. As far as idle goes it's should idle around 800 to 1000 when in the water

If you dropped the carb and had to use sealant, I'm going to go out on a limb and say the carb is done! Pull the screws and save the float bowls and all the hardware . But the body is bent and will never work right again.

it screwed up the choke horn so I took the choke assembly off and where that choke assembly bolted on there was a vacuumed port that I plugged with a bolt and silicone but I wonder if tha t choke assemble has to be on for other reasons
