If they are steel, and it sounds like they are, I would not leave them, they could start to degrade and plug something up, see if you can drill a small hole in them being careful not to hurt the cylinder, and get a slide hammer with the lag type dent puller attachment, you will probably have to hold the spent plug with a pair of vise grips to get it to thread, then just bang it out.

I know I know, its eaier to write it then to do it, but I think you will be OK.

Best of luck! that sucks...

whether they are rotted or not they can be pulled out. you have to work them up to the freeze plug hole wether it be fingers or a probe of some type and then vise grips, lock on and bend up and down, as you are pulling out of the freeze plug hole, not  easy when the engine is in the boat like it is on an engine stand, but it can be done. If they are brass, which they should be its easier, if steel than a little harder to do. IMO either one if left in the block wont hurt you, all it will do is take up a LITTLE space in the water galleys

Just my 2 cents but if it were me, I would get them out no matter how hard they are to remove.  You're sucking water out of a lake or river and who knows what might get in to the galleries and it could plug off the water flow.  As I said, this is just my 2 cents.   ;)

I had that happen before, what I did is I got my dremel tool and put a lil grinding wheel on it, and ground a 1/2 inch piece out of the side of it on 2 sides opposite each other and bent the lil piece out with needle nose and then got channel locks and bent the plug in half and yanked it out. Removing a lil piece from the sides made it sooooo much more easy to bend in half :-)  hope this helps.
