No... not a fan of that idea. We used to plug the small blocks in the 3 large holes in the valley side of the deck to add a little strength to the cylinders as they were close to them. Even then though, I'd still drill "steam holes" about 3/16 in the plugs. The problem I see is much akin to the original Darton MID sleeve kit design used for hondas and ls blocks... the head gaskets would fail from no cooling on the deck surfaces and they would develop hot pockets throughout the block. The idea of the holes in the block and heads (well... the one theory amoung at least a dozen that I have heard over the years that makes the most observable sense) is the majority of the water flow goes through the back of the block... but the smaller holes not only help prevent steam pockets and hot spots, but also help cool the deck and even out the temperature from front to back of the block and heads... otherwise the water would get progressively hotter front to back in the block, and back to front in the heads. Which they still do to a degree, but the holes provide some balancing effect.
The only way I could see that external method working is either pump in from the center bottom... connect the head and block at both ends, and then outlet be in the center top of the heads... just like they used to do in the olds rocket sbc heads.... OR... in a reverse flow pressurized cooling system,.. which even then, you could still have uneven cooling.
