Not sure why this isn't blocked off?

So I've been getting oil leaking/spilling and I tracked it down to this hose I believe it was just there to vent? It just wrapped around and over my bell housing and was just sitting there
Is this common?
Should I just plug it?

And it wasn't a lot of oil just enough to keep me checking and scratching my head tracking it down.

Do you have vents on your valve covers? I would pull the fitting and plug it.

id get rid of that mickey mouse shit and install a regular block off plate.

Take the one you have off...trace it on a small thin piece of aluminum and make it for free or just put a npt plug in.
