Those are done... Not enough nickel applied to those badboys... Might try Metalwax metal cleaner and some polish. But I wouldn't get my hopes up...

Yeah I just want to make the rust disappear at least back to black. When I build the new motor I think I'm going to get ceramic headers and run them dry.

Steel wool.
When I had my headers re-chromed, they said they couldn't get between the tubes. I think they just sprayed with a silver header paint in those spots.
Ceramic definitely seems to be the way to go.

If you can get them before they rust, spray with WD40 before storing and wipe down with Windex before running.

If the headers are already missing the chrome can you still have them coated and look nice?

If it's only surface rust and not getting flaky you should be good to go with ceramic coating. They strip/blast them before coating anyway.
