Gonna need waaayyy more information to be able to properly answer you question.

Exhaust?

Type of jet pump?

Engine flavor?

Use?

HP?

The short answer is yes and no.  :-\

Use... It has a Panther, so at least we know it is not going to be a race boat... (Sorry).. so ski, cruise use, right?

The Panther pumps should have a valve at the water line from the pump to the engine, but unless this is one seriously fresh pump, it will starve for cooling at anything lower than about 1,100 RPM.

That being said, I would recommend using a seawater pick up pump from a big Block Mercruiser. Belt driven engine mounted pump... It will solve the aforementioned cooling problem.

You don't really need any of the other whiz bang crap IMHO.
