I'm curious wth twin turbos, could the exhaust be dumped below the water line? Or is there even a greater Chance of reversion?

I have a compleat twin turbo set up for BBC that runs through the transom with the exhaust if you're interested I'm selling them

Yes, you can run through transom. Since you are changing your cam anyway, a turbo friendly cam will have less overlap.
