Need some more information to help you out..
1) what is "a lot" in your opinion?
2) what cam and lifters are you looking at?
3) why do you want new cam?
4) how long since the motor has been gone through/rebuilt?
5) will you be doing the work yourself?

If the PO is telling you he thinks anything is damaged internally, you can bet your last penny that that entire engine will need to be gone thru.
With that said, the olds 455 engine requires a very strict approach to build them correctly. If not done 100% to the T, you will be chasing your tail indefinitely.
If you are interested in what exactly needs to be done to the engine for it to live in a jet boat, let me know. I will direct you to countless write ups and personal experience.

Cool thanks is replaceing the cam and lifter hard to do and is it exspensive for just stock replacements ones

How hard is relative! Removal of intake, timing cover, timing chain, and oil pan are necessary. 
You make the call if that's hard for you.
You can buy a set of lifters and a cam for $100
...but always keep this bit of info in your mind

I know the guy said he just took it out and the motor sounded good no knocking or anything it just takes a little to get up to speed

I'd make sure of that myself... Not many sellers you can trust... Especially if they are already giving you clues that something might be wrong

Agree with this 100%  :thumbup:. What may be easy for some, may be an overwhelming task to another.

Taking it apart may be easy, almost anyone can do that. But putting it back together and making it last, that can be another story.

Looks like the boat has been stored outside. What condition is the interior in? How about the pump, does it need a rebuild? The motor sounds like it's going to need a full rebuild. You could be looking at 5 grand worth of work before you drive. (just a w.a.g. Wild ass guess). Why not take your 1600 and the possible 5 grand you might spend on the boat and find a nice boat for 5-6 grand that you can drive right away? my .02

Yea I found one for 3700 rebuilt motor with 20 hours on it it looks amazeing I offer him 2k plus trade

Before changing the cam, it would be a good idea to do a compression & leak doewn test.  This will give you an idea what the internals off your engine are.  Any cam with a wore out engine is a waste of time & money.
