Tracking down an owner

Anyone know how hard it is or if it's even possible to track down an owner of a boat using the cf numbers? I think I found a boat I grew up on that belonged to my old neighbors dad this past Saturday as we were leaving back bay. It would be awesome if we could figure out if it's the same boat, my buddy would love to get it back if possible.

I was told by our local police they could not run the CF numbers legally so I put an ad on Craigslist with pics of the boat saying I was looking for it as the original owner and just got lucky. But might pay off if you have a friend in any police department to run them for you on the down low

Ill try right now at work. I have access to DMV stuff, just not sure if it will bring up Vessel info, probably only cars/motorcycles. Ill text you if it works.
