Hey there,
I?m not an expert on engine covers but better safe than sorry I would say. I would assume fumes would still accumulate in there.

Fuel vapor is heavier than air, so it settles down in the bilge.
Especially if it is already rigged with one, I'd get it working properly.
It only takes one spark with the ideal conditions to ruin your weekend.
