I have a berkeley jc jet and I take the 2 plugs off the bowl and it is dry, should there be 90w oil in there like the manual says? I am restoring boat and have not ran yet. just making sure before running. ???

Yup! Fill up the higher (Left side as you're looking at it) 'til it comes out the other, then put the plugs back in. I use Lucas, but thats me.
Real question is, where'd the oil go?

Bowl/shaft seal went bye bye...There should have at least been something in there...Water, oil, banana milkshake etc....

The boat has not ran in years.....I guess I can fill it up and see if it leaks just sitting there.

unfortunaly it didn't evaporate , like Glen said it has lost the bowl seal or the bowl seal is fowled with fishing line or ?? or worse case scenario a crak (not likley) sorry to be the bearer of bad news Bro

or the pump shaft has a groove worn in it and dosent completely seal common problem

Thanks for all the info. Does the jet need to come completely out to replace these seals? or can I just refill before hitting the water?

Likely that you can simply keep filling the oil cavity till you can fix it properly , if the bowl seal is just leaking (fowled or damaged) you can replace by pulling the bowl , if the shaft is grooved you'll have to disassemble the jet call if we can help Tom

Thanks for the info. Tom. When I get to that point I WILL give you a call. ;D

I am putting heads on the rebuilt motor this weekend, maybe in a month I should have it ready to take out to see what she does. Keep you r fingers crossed thats all it needs. Impeller looked good and no play in shaft and it spins freely, it has been sitting for a eight years waiting for the owner to get out of prison but its was not looking like he will be out anytime soon and with leagle bills if he was released she said her husband could not afford to repair. There loss was my gain. I will let ya know when and where if you would like to know.
