Is it a question of you can only have one OR the other?  If so, loader first.  Otherwise, do both.  Your shaft will need to be machined for the inducer, which requires complete disassembly of your jet.  That might be your deciding factor.

In most cases the loader will make a bigger difference in performance across the board with the exception of right out of the hole,  whereas the inducer males it's biggest performance gain in the very beginning of the launch. They compliment each other quite well but do different  things.
