The bowl really doesn't look that bad. Detailing the leading edges will clean all of that up nicely as vanes are thinned substantially to shear the water. You would most likely lose very little vane length and realistically it would be unnoticeable compared to an undamaged and detailed Dominator bowl.
The impeller, however, is another story. Damage to the trailing edges prevents the pump from pulling down the engine RPM. The result is excessive RPM, lost launch, and lost MPH.
Depending on your application, you might be able to turn that impeller down to a somewhere around a B impeller. I am doubtful that turning your impeller to a smaller size would be correct for your application.
The good news is that aluminum impellers are reasonably priced and easily found if you want to try to find a used impeller.
