Title: Question regarding my motor and pump

I have a mild build 468 BBC. Pump is a legend with dominator jet. Not sure of the impeller size yet since I have not taken it apart. My motor is only spinning 4200 RPMs under full load. Shouldn't I be getting a little more out of it? Any thoughts or suggestions on what to do.

I'd recommend a couple more tests before you start spending money on upgrades.  Get a GPS of your actual speed and try a different tachometer.  I've had too many tachs that weren't accurate.

How does it sound, lazy, bogging...? 

Next thing would be check your tune... Timing?  Carb settings?

No bogging or laziness. Actually sounds really healthy. Timing and carb were both set up by GS marine when my motor was built. I am taking it to Isabella for the 4th, I will try a gps on my iPhone and give you an update than.
