The No Wake Zone / Help With Boat Registration Back Fees...Is a boat like this a good idea?

Hey dudes,
Longtime lurker around here who has been way to poor to buy the jet I dream of but now I want a boat so bad I can taste it. I have very little budget, and am cool with a project which is why I need your advice. I found a boat that sounds pretty good, although it is more family cruiser than river racer, but I'm good with that for now. It is a 19ft Wreidt, perfect floors, decent interior, has a 455, Berkeley, needs a cleaning, oil change, tune, and some little stuff. No problem.
HERE IS THE PROBLEM
It needs to be registered but has not been registered in 5 years. How do I calculate the fees so I can decide what the boat is worth?
