Another friend went through the Gorge last weekend. Was stopped. Had everything in check except for a horn

What exactly is a class IV flotation device. Is it just a throwable type? We were on the river this weekend hanging out maybe a mile or two down river from AVI on AZ side. we will be out next weekend as well from Jack Smith to Pirate Bar, Gorge and sand bar. should have four boats with us. Friend may come up from Havi with a 27' cat.
