would a Berkeley be able to spin safely at 7200rpm of my motor can push it, not sure what impeller is in it. and is a loader absolutely necessary?

I'm havin a problem finding a water pressure regulator, (10-20psi) under $100. anybody have any ideas where to pick one up at it any extra they would sell?
