This is just my opinion and I take my hat off to anyone trying to build there own motor. But I think what some people are trying to say is turbos are harder than shit on motors and they would hate for some one to build something that someone has put there hard work and money into and have it blow up or even worse make your boat do something unpredictable. Is it possible to build a cheap turbo motor of course I've seen it done and ran bat out of hell. Might It be a ticking time bomb of course but what hard running motor isn't. But ones with high dollar parts might just get you a few extra minutes on that timer. I think all and all they just don't want to see anybody get hurt or waist there hard earned money. Boats not going to shut down the same at 100 compared to 60mph. There is a reason why engine builders are in business and why some charge way more than others. But they also all started somewhere.
