Pull a plug and leave it clipped into the spark plug wire boot hold it near a good ground. It should arc from plug to ground when cranking showing you have spark. From there I'd stop using starting fluid completely. A cup of gas will do fine instead. If your doing this alone pour a small amount into the carb like 4oz. Or so, this will let you better judge how much fuel your really putting in. Then crank the motor, you should get something from that. Btw I'd imagine you can hear your electric fuel pump running when you turn the key to accessory. We'll worry about that after it starts though

Edelbrock carb from the looks of it. Probably pick up a Holley from the Long Beach performance swap meet that might be more worth your time than rebuilding the current one. Hell I have one in better shape than that one I'll just give you. I'm in yorba Linda . Embee performance coating in Santa Ana is the place to go to get ceramic coating done... they'll quote you 300 bucks.

Leave it white just match parts of it like the cover or diverter, whatever's clever. Ties it into the boat without overdoing a color and making it stand out like a sore thumb. Jmo
