Yes it is. It appears to be an old Morse rotary system. Replacement cables are no longer made for that unit so you will also need to replace the helm as well. Depending on how old your Morse setup is, you may also need a new steering wheel adapter. The real old setups used a ¾” square steering shaft vs. the current ¾” round tapered shafts.
It’s a fairly easy job to do but be prepared to drill some new mounting holes in the dash. The bezel should cover any old holes that aren’t going to be used though.
