Engine Mechanical / Electrical / Setting Forward/Reverse & Throttle Cables

Bought a 76 Sleekcraft Executive and getting it ready for it's first run and have a question about the cables. Cables were not connected to the lever's swing arms and I want to make sure I have them set up right, my 1st jet boat so I'm not sure how they are supposed to be setup. The lever controls two swing arms, one of which can be disengaged by pulling a knob. I have the gate cable connected to the arm that does not disconnect and adjusted so that the gate is about ~1/4 open when the lever is in the neutral/upright position.
The throttle cable is connected to the arm that can be disengaged, adjusted so the carb is fully closed when the lever is in the neutral/upright position. I pull the knob to disengage this arm/throttle cable and move the lever back to the reverse position to fully close the gate for reverse. Is this correct?
