What it sounds like happened, he made a pass, then went over a wakeboard boat wake, made a U-turn, and went over the wake again, and when he lifted, the blower motor stalled while at a pretty good speed, and hooked a bit to the right, and that's the aftermath. There's a video around that shows hitting the dock and the brick wall. Apparently, both occupants had some bumps and bruises, but walked away.

What's it take?  How much HP,?  What kind of pump work?  I assume pump has to be set back further as well.

There's a few here.
Brads comes to mind. CJ888.
Liberty hull? I don't remember. (Probably more efficient than a Hallett?)
750+ HP. BBF tunnel ram.
Blueprinted bottom.
Blueprinted pump.
Single seat. No extras.
Runs mid 90s. In racing conditions.
So the answer is cubic dollars.
Pallets of cash.
I've been 86 mph for a short sprint. Plenty fast for this old man.
Best mine has seen was 71.8.
A little over 500 HP.

I had a pair like that for the jet skis, on an open trailer. Never had a problem.
I'd even use them for the boat, when gas was too far away, like camping on Lake Mohave.
I didn't think they were tough enough for the Jeep, hanging off the back. I had steel cans for that

After 3500 rpm, I'd imagine something blocking the metering plate (4160) or one of the secondary jets clogged (4150)
I suppose primaries could have the same result.

Quadrajet, metering rods and jets, for the secondaries?

Edelbrock there's some filters that look like socks, one of them plugged up?

 Being a ski centurion, it likely has center riser manifolds. I doubt logs and snails. And not water injected headers,  which would be cool, like a cracker box, but not very practical. Some ski inboards even had single exhaust on a V8.

OPs cam choice is conservative.

I keep it under 235 degrees at .050" on a small block Chevy with logs and snails, with no issues.
Sbf and center riser exhaust I'd imagine? Your numbers look good for that. I'd run it.

I have a 76 Eliminator Day cruiser.
A full 4 stringer hull.
Rides like a Cadillac.
Fast? Not so much. Even with 500 HP BBC, it tops out at 57 mph.
I've been thru some serious chop in Lake Mead, and handled it great for a squirt boat.
I've been on the big 3, Mead, Mohave and Havasu, but mostly on the Bullhead Riviera.

Several manufacturers had similar 4 stringer day cruiser hulls. These hills are 40+ years old, and each hull needs to be inspected for stringer and transom rot and delamination.
Spectra, Howard, Campbell, Hallett and many others are still out there. Even a few lesser known names. I'd opt out of the Olds powered boats, FYI.

First off, fuel. Get rid of it. Inspect tanks for varnish, etc.
Fuel filter(s). Fuel pump might be done too. Pay attention to the fuel lines. Probably done too
Grease front pump bearing.
Grease driveshaft
Check lube in bowl. Add oil or grease as needed.
Holley carb will possibly leak after sitting so long.
I'd either pull the distributor and prime the oil system, or disconnect the ignition system and crank until you have oil pressure.
Start with a known good/new battery.
I'd probably pull all the plugs to inspect.
Check all the water hoses.
I'm probably missing something.
That's a start.

It sounds like A impeller territory.
I'd first check the wear ring to skirt clearance.
Some can be measured through the clean out inspection hole.
If it's waaay out, then pull the pump apart, inspect the impeller, and you can also see what size the impeller is.
Feeler gauges for checking the gap.
My last one was .050 per side, or .100 total.
Ideally, .012 per side o r.025 total is factory spec.

I KNOW! I shouldn't worry about fuel efficiency if I'm ripping a bbc jetboat, but i burned right  through 40 gallons in a day and was kind of taking it easy. Im firing on all cylinders. I was just wondering if everyone else is burning right through fuel or if i have a problem somewhere. Would a efi throttle body help at all? I've got a 650 edelbrock with an electric fuel pump on top of a bbc 405 right now. My pump set up is a little odd but I don't ever feel like its sucking air. Has anyone figured out how to get a little more miles to the gallon? Any tips or tricks anyone wants to share would be greatly appreciated!!!

What impeller do you have? And how long has it been since a refresh on the pump?
Larger impellers tend to get better fuel efficiency.
As does a tight pump.
Even with a SBC, I run an A cut impeller.

If it's an early Dominator bowl, the tail shaft bushing size is different, check that out first.
I contemplated the same thing.
There was no advantage to the early Dominator bowl, especially without a droop.

If it's a later Dominator bowl, that's different.

Early was the bud-mar casting I believe.

Flusher and Tom at JBP would know for sure.
