The No Wake Zone / Jet Skiing in Los Angeles and/or Bournemouth (Enlgand)?

Hi all
I thought it best to put this as one topic rather than two.
I've always wanted to learnt to Jet Ski. I have a (now redundant) trip booked to L.A in October, but Bournemouth, England isn't too far from me. Could anyone help me find a Jet Ski "school" in one of these locations? I find the stand-up "sports" Jet Skis very appealing and I'm relatively uninterested in the sit-down type of Jet Ski. I'd like to spend a few days back-to-back on the water.
I imagine that you need a personal watercraft licence for ride in open places, but I expect this is more of a financial thing than proof of ability. If not though, then I guess I'd like some help with how to go about getting my PWL :-)
