it only cools the hose, not the header itself. start the boat up and take a temp gun to the headers bet it gets over 500 degrees... please do you and your family a favor and change the exhaust then you can worry about plumbing

if that is an enclosed engine compartment and those headers are not jacketed the first thing you need to do is replace those... they get extremely hot and will catch the boat on fire...

i would not put silicone on my head gaskets, if the heads and block are not warped you dont need it...those head bolts have a hight torque, 100 pounds or so if i remember rite?.. that being said look at the timing cover very close,
