If I remember right, and I lived in Jamestown NY for some time years ago and quite awhile in PA (similar) But all vehicles, even off road, are titled and registered only with the DMV. In PA, I know it can all be done through any notary public, easy enough and registration was handled on the county level at the courthouse (same place you get a fishing license). In NY, probably through the DMV itself only. Check with them what they need. Probably like Cali, where you need a special Bill Of Sale form, notarized, dance through a lot of hoops, DNA sample, NCIC background check, etc..... I would think.

I remember once buying a cheapo car while in NY, guy lost the title and I even went with him to the DMV to file for a duplicate. It never showed, did it again, STILL never showed, even though their computer showed, yeah, this guy owned the car! 3 months later I ended up dragging the guy with me across the lines to Ohio (I still had an Ohio license) with his bill of sale, titled and registered it in Ohio, THEN took it back to NY and tansferred it to me. 8 months after all that............NY title for this guy shows up!
