Just out of curiosity is there a reason most pull from the top only thing I can think of is coastguard regulations

Not only Coast Guard requirement, but the NMMA and the US Forestry Service have specific guidelines and regulations regarding the handling of fuel on a vessel.
Whether it be a river, lake, ocean.
On a separate note, all the water that can be collected in a Maine fuel tank will be at the bottom of the tank. That being said, that is why most "draw" from the top with a dip tube at least one inch from the bottom.
Conversely, the net pressure suction head (NPSH) is the same regardless is whether the fuel comes or the bottom or the top with the pump being in the same place. The only time it changes is when the anti siphon valve is used. This, if in good working order,will produce <4 negative inches of water column, which in 99%of all cases is not enough to adversely affect pump operations. It equates to moving the fuel pump "up" approximately 4".
The fuel pump should always be mounted as low as humanly possible.
If you do not use the anti siphon valve, a manual ball valve MUST be used.
The problem for me when I see folks running bottom tapped tanks is debris control, this includes water and trash. Pulled from the top with a shorted and screened tube, you can install the filter after the pump, eliminating parasitic negative pressure drops.
The two will cancel each other out IMHO.
I have done it both ways, not a fan of bottom tapping. It would not pass tech in the race boat. (US Forestry thing).
I ran a trap box and a push pump with a bypassing regulator.
