the ones from my tahiti had holes for rivets...

Are they pot metal ones?

Plastic?

Yeah they have holes and are metal.

I got some epoxy from work can't remember the name but its not the bulky old school stuff gonna use blue painters tape setup where I want it then lightly use a pensil and mark it then set the epoxy set it and forget it.

That's how they were put on originally on every boat I've had. Visually and historically correct, AND simple and quick!  ;)

I want to use a pop rivet but its a blind hole and I don't think the rivet will sinch in the back cause fiberglass is soft.  I think it needs metal to hold it tight.

Get a small piece of aluminum.... Drill holes to match the holes on the emblem.  Use the aluminum as a backer....

Yes , that would be an issue..... !!

If that's the case, and the FG is soft, them an adhesive is the ticket.... As previously discussed here.
  I have a small emblem on the rear of my floaty...I put it on with silicone and it has been in 2 seasons now.   I lightly scuffed the gelcoat with 800 grit and the applied it.

2 sided grey tape from home d works well. I have it on my boat, 56 and Titan. You can cut it to exact shape with a breakaway knife/blade. Liquid nails comes in small personal size tubes as well. I used the nails for my bilge pump mount and float switch.
