Most powder coaters have components sand (media) blasted before coating.  Don't spend too much time on them before talking to whatever company you decide to use.

For fuel tanks,  they will want to flush them really well.  Typically they will use glass bad to clean them up. I would be super meticulous in cleaning them out before putting them into use.

I had a Honda XR600 frame done several years ago and I spent hours cleaning it and still ended up with traces of beads in the filter and the screen.  (The oil is in the frame).
