79 Charger mini day

Hey guys, just picked up a '79 charger mini day cruiser 19 ft. She needs some love for sure. First thing is the main cap blew off so I dropped the 454 off at Bostick Racing engines in El Cajon, not sure what the plan is for that yet but I'll know soon.

I started ripping into her and now I have some questions, I have all the carpet out and none of the wood looks rotted, there's no soft or sketchy parts that I have found yet. But before I lay down new carpet I have some questions.

On top of the deck it looks like a layer of resin, possible glass in not sure is coming up. When you put a deck in a boat do you lay fiberglass cloth and resin over the wood? Or just throw down some resin? If so, what kind of resin? I ask because on top of the wood there is a yellowish sheet of something that's coming up, not sure if I should rip that out and re do it or what? I'm not opposed to it, I just want to know what to replace it with?

Also I'm doing the engine compartment in totalbilge paint, could I do this on the rest of the wood?

Sorry for the total newb questions but this is my first project.

I also plan to rewire the entire boat because the backwoods people that did it before used some sketchy stuff like an extension cord to wire it. I have her all torn apart and I'm looking to get the interior and everything else buttoned up by Memorial Day 🙄

Is the "yellowish" stuff hard or soft?  If soft, I'm guessing carpet glue, and you want that gone before you glue in new carpet.

It's hard, and it's coming up as a sheet, I didn't even consider carpet glue. That makes me feel better.
