Title: Lower Otay lake, Open to boats soon?

Rumors running around at San V. this weekend that if enough public interest happens, SDWA will open up Lower Otay... Anyone know anything? BTW I get the wall of shame award for being the LAST boat towed off of San V. (sucked the ski rope in Jet)

Unless there is a change in plans... no other lake will be available for water contact.
