Can the Shout Box be the top bar on the left on the home page so it can be seen without scrolling down?
I think it used to be that way but now when I get to the home page, the top box on left side is the menu; which is uneccessary since the menu is in the header bar (this is repetitive); maybe this is an option setting I can't locate.
I don't often look at the Shout Box (usually go straight to unread posts since last visit); however, if it were right there for me to see when the home page loads, I'd take a glance.

i made the menu collapsible. there is a tiny icon in the top left part of the box to where you can minimize it so it moves the shoutbox up.
