Water in fuel tanks

On our way to Parker we got stuck in the middle of a bad storm. Luckily I brought my boat cover and covered her up and once we got to Parker I noticed the boat would not run which I've never had issues. Any suggestions about getting the water completely out of the tanks?

I've used the yellow bottle of "heet"
It'll treat up to 20 gal in a bottle
