Who will be exempt from having a Boating card 2018? Fact is According to California law, the following persons will not be required to have a boater card to operate a motorized vessel on California waterways when the requirements go into effect beginning in January 2018:
A person operating a rental vessel.
A person operating a vessel while under the direct supervision of a person 18 years of age or older who is in possession of a California Boater Card.
A person who is a resident of a state other than California who is temporarily operating a vessel in California for less than 60 days and meets the boating requirements, if any, of his/her state.
A person who is a resident of a country other than the United States who is temporarily operating a vessel in California for less than 90 days and meets the boating requirements, if any, of his/her country.
A person operating a vessel in an organized regatta or vessel race, or water ski race.
A person who is in possession of a current commercial fishing license.
A person who is in possession of a valid marine operator license, for the waters upon which the licensee is operating, issued by the US Coast Guard, or who is in possession of a valid certificate issued pursuant to the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended.
A person who has successfully completed a boating course approved by the Commission on Peace Officer Standards and Training. What are youir thoughts on 1 thru 4..........Lawmakers in Cali are seriously on DOPE.

Yep, the ones that need a licence the most are exempt.
Last I checked, I couldn't rent a car from Hertz or a truck from U Haul, without a licence.
I read something somewhere, that if born before 1983 you were exempt, too. IDK...

I read somewhere that every year the age goes up. At some point everyone will have to own a veesle license. By 2028 or something like that. It's all about the money!

If you rent a vessel you don't need a licence transfer the boat in to the wife's name and technically your renting it for the day weekend or week

Senate Bill 941 required DBW to establish and consult with a Technical Advisory Group (TAG) in determining the amount of fees imposed by the reasonable costs of the development, establishment and operation of the mandatory boating safety education program. So we will not know until the DWB is formed. So the card fee is not available. Sounds to me like building 200,000 homes and the only way in and out is a 2 lane highway.

I haven't done much looking into it, but on the boating license website, it didn't say anything about test prices, just the license price. It would $10 for a license and $5 for a replacement one if lost.

I was wrong, you have to take a course and once you pass it you can apply for the $10 license. Such horseshit. at least I don't have to do it til 2021, they can kiss my ass until then >:D

Yeah unfortunately its not about solving the problem, its about the money. Exempting renters makes this obvious.

Completely agree with this. People renting houseboats, jet skis, boats, anything of the sort, should have to show the same proof of passing the course. With jet skis, in most cases it seems, people renting them have no idea what they are doing and should have some hands on education before being sent out into our waterways. Not educating renters makes no sense at all.

From what my river sheriff friend says, the rental companies are having to do a brief training class for renters now. The argument for not licensing rentals was that it affected tourism.
Another revenue thing.
One thing that's funny, it does not get attached to your drivers license. I wonder why, the class changes on your license when you get motorcycle or truck licenced.
What it is is that they are trying to get more park rangers and funding for the requirements of old park employees.
Typical fuzzy math.

About the card
The California Boater Card will show that its holder has successfully taken and passed a NASBLA/state-approved boater safety education examination. The new requirement will begin on Jan. 1, 2018 for all persons 20 years of age and younger who operate a motorized vessel on state waterways. On that date, these boaters will be required to carry a boater card issued by DBW, unless they meet certain exemptions stated below.*
Each year after January 2018, a new age group will be added to those who are required to possess a valid card. By 2025, all persons who operate a motorized vessel on California waters will be required to have one. Once issued, the card remains valid for a boat operator’s lifetime. California Harbors and Navigation Code Section 678.11(b) contains the following phase-in schedule based on operator age:
January 1, 2018 – Persons 20 years of age or younger
January 1, 2019 – Persons 25 years of age or younger
January 1, 2020 – Persons 35 years of age or younger
January 1, 2021 – Persons 40 years of age or younger
January 1, 2022 – Persons 45 years of age or younger
January 1, 2023 – Persons 50 years of age or younger
January 1, 2024 – Persons 60 years of age or younger
January 1, 2025 – All persons regardless of age
The card will be issued by the California State Parks Division of Boating and Waterways (DBW). DBW plans to begin issuing the California Boater Cards prior to Jan. 1, 2018, implementation date. The Boater Card Technical Advisory Group anticipates that the cost of the card will be no more than $10. The lost card replacement fee will be no more than $5.
*California age restrictions for operating a motorized vessel: According to California Harbors and Navigation Code Section 658.5, NO person under 16 years of age may operate a boat with a motor of more than 15 horsepower, except for a sailboat that does not exceed 30 feet in length or a dinghy used directly between a moored boat and the shore (or between two moored boats). The law allows children 12-15 years of age to operate boats with a motor of more than 15 horsepower or sailboats over 30 feet if supervised on board by an adult at least 18 years of age. Violating these provisions constitutes an infraction.

Sounds simple enough. Form an LLC for marine equipment rentals. Register your boat as an asset of the corporation. You then rent the boat back to yourself, along with all peripheral equipment. The best part about that; the new 700+ inch mountain motor, that you have been drooling over, is now tax deductible. Cap with new gel coat, that's maintenance and upkeep.
For additional asset protection, form a primary LLC as a holding company that wholly owns the subsidiary rental company LLC.

If I posses a boating license from another state, does this still apply? Or do I have to go through the whole process again for each state I boat in.

From what I read, if you're coming from another state that states rules apply. So you would not have to get a California boating license.

I figured this would come around sooner or later. They did this sorta thing to ohv, quads, dirtbikes etc. So I stopped riding and sold my desert toys.

AAA offered a discount on insurance if you had boating licence. Good information, sent the book and was free to take the test when I sent it in.

boatus.com has an online course that is approved for the license
Took me about 3 hours to do. Some questions were difficult, had a lot more to do with Ocean navigating and commerical ports/shipping lanes. But regardless its not bad info to know
They even had an entire PWC section.
It was free and they sent me the safety certificate right away
Now in Jan i can send it to DBW pay my 10 bucks and i dont have to worry about it
Yes its stupid... But its Commiefornia...
I think it should be a driver license endorsement like my M1
