How hard is it to turn a jet pump (Just the pump)

Hi,  I am in MI and just bought a jet boat.  I will post pictures soon and need help. 

1) Was told it was a 197? Cobra jet boat made in MI.
2) Was told it was a 468 BBC (numbers say it definitely started out life as a 2 bolt 454)
3) I took it out on the water and it will run 54 (Phone GPS) at 4500 RPM (I would like to get to about 6000 RPM with an "A" SS impeller at some point).  Was told it was supposed to have 400+ HP.  Per the pump curves it appears to be about 340 HP if it has an "A" impeller.  I definitely want to get above 60 MPH.  How difficult to get to about 80 MPH???  Of course I have a limited budget.
4) I cannot turn the pump by hand is this a problem? I disconnected it from the motor. New bearing(s) required? Complete pump re-build required?  What do I need to look for?  Packing is tight but still leaks possibly too tight or worn out?  I am sure there are posts on here concerning mechanical vs rope seals but looking for recommendations.
5) Pump is a Berk. JC No trim, No ride plate, does have some type of loader and not a rock grate.  Is it worth the upgrade to a dominator?  Is a ride plate a good idea?  It would help cure the transom plate issue stated below.
6) Impeller is probably an "A" aluminum. Guessing based on RPM and HP curves.
7) Currently looking for a 0 deg transom plate it is cracked and leaking almost as fast as I can pump it out.  I also just noticed that the transom plate hangs about a 1/2" below the bottom of the boat "V" in the corners (I don't like this and want to fix this too!).  Is this an indication of more "issues"?  Would I be better off making a transom plate out of Aluminum?  If so how thick of a plate do I need?  I have a Bridgeport and rotary table so I am sure I can make it myself.  Any concerns or recommendations for this?

Any help / information would be greatly appreciated.

Please post pictures, that will really help.

The lip seals produce some rotational friction, but the packings will make it near impossible to turn without a wrench.  With the packings removed, you should be able to turn it without any sticking points.

The packings should be leaking about one drop every ten seconds.  This is how the packings are cooled and lubricated.  Leaking too much can cause problems, but not leaking at all will burn up the packings and the shaft.

You will need over 700 horsepower to spin an American Turbine stainless A impeller 6000 RPM.  Stick with what you have now until you have the budget for the pump and the horsepower.

Yes, adding a shoe and ride plate will help the overall performance of your boat.  That is a winter project because you will need to remove the intake to be machined for the shoe.  I would say that is a good project for your mill if you are up for the challenge.  I  can help you with all of that.

The transom cover is something that I really need to see pictures of.  If it is really hanging below keel, it is scrubbing off a lot of speed.  That would be highly unusual.

Transom plates would be another good project for your mill.  You would make one main plate from 3/16" or 1/4" that will cover the majority of the opening.  This plate will be permanently installed and should have an opening only large enough for the suction housing to be easily removed and installed.  This main plate will also have the steering, lines for cooling and diverter, and anything else that you don't want to drill through the fiberglass for.

You will then fabricate two small plates to seal the main plate to the suction housing.  These plates can be fabricated out of 18ga - 20ga aluminum.  You will want about 1/8" gap all around the jet, so the plates don't wear into the suction or intake.  Seal everything with a generous bead of 100% silicone.

So the two small plates will be split on the center line of the bowl and screwed to the main plate?  Is it best to split them vertically or have a horizontal split line?  Do you or anyone have a picture of this?  Or better yet basic dimensions? Does one 1/4" plate the same size as the Berkley transom adapter work just as well? I think it would be easier to seal out water with a single plate verses 3 plates.  I have not gotten the transom adapter off yet so NOT sure what it looks like underneath it.  I had everything off it except the steering cable when a thunderstorm decided to cut my disassembly short.

Sounds like a mechanical seal would be a good investment; rope packing must take quite a bit of HP just to spin the shaft? 

I have friends that are willing to help with the engine upgrades... So I am hoping this will be a winter project as well.  700+ HP should NOT be a problem my friend has 427 small block that is making a LOT more than that.  I know I need a shaft upgrade, and a SS impeller will be mandatory.  Any other pump upgrades that are worth the $$$?  I found a hand hole cover that is supposed to fit a LOT better.  Or should I just wait Until I can afford a Dominator pump?  Boat is not at my house, will have pictures of it by Friday.
