Is the fuel pump an inline or a coupled pump, the inlines are cooled by fuel flow, the coupled pumps are cooled by air and tend to run hotter to the touch, how hot is hot?
The first thing to check is make sure you have a really good ground, seems to be the weak link on running an electric pump in a boat, I actually mounted my Holley blue pump to the engine mounts to ensure a good connection to ground (-), also in an effort to reduce the voltage drop I have a small relay running the pump at the back of the boat near the battery. Otherwise the power for the pump goes from the battery to the dash and back again, that's like 30' of wire in my boat, not to mention the fuse, switch, and the other connections..
