whats the real deal with this new law regarding a kill switch?

In this thread I posted a link to the US Coast Guard’s FAQ about the new law.
I’m pretty sure you don’t need one if  your boat was made before Jan 1, 2020. But if you have one installed on your boat, you have to use it, no matter what year it was made.
