Did it just start or did you change a setting?
I would say that you probably need to increase your refresh rate
Might also be having lower current coming thru the outlet like 105 or lower instead of 110. Can try a surge protector or another outlet.

How do i adjust the refresh rate

Close all windows,
open spot on the desktop "right click",
click properties,
click on the Monitor Tab,
Click on Advanced Properties/Settings,
Click on Monitor Settings,
Should see a drop down menu. Increase from 60 Hertz to a higher setting, Click Apply and then confirm your selection if it asks you to.

I just unplug the computer and it fixes itself ;D
