Yes

there is a ton of things it can be!   for starters,

  dirt in tank blocking pickup tube.

 fuel pump starting to fail

 carb needs to be rebuilt

 distributor advance curve not right or shorting out

    Thats just to start! what else is it doing

Well It would really run at all with the carb that came on the boat so we put another carb and it ran a 100 times better! It will one run for one pass but once you shut it of it won't fire back up?? And I'm gettin the carb rebuilt this week I'm hoping this is the problem... And it's got a brand new dizzy I just put in it last week and it has nine pounds of fuel pressure so it's gettin fuel.

you might be getting to much fuel at 9lbs. You floats can be to high in the carb, your air bleeds on the carb may not be adjusted right, you can have a vacuum leak, the timing is wrong, the list will keep going. With 9lbs of fuel pressure would check the float bowl levels, and make sure the needle and seat are working.
