It's a old ass volt metter like the screw drivers with a fuse in them. Do you have a pic of the end of the cord

I fell like those are grounds black wires on a volt meter and the pen is ted. Does the back unscrew? On the pen part

Looks like an ignition wire tester to me.  :-\
