Whats up with the noise law open headers frm Laughlin to avi to gorge ...heard there's new laws or sm shit been going there for years nor had problem...so what's up any advice or news or heads up.....

Not new laws.... been on the books for years. It's been enforced from Davis Camp down to Rotary for years (except for the 5 o'clock speed runs ). On that stretch you have Bullhead PD/Fire and Nevada Fish and Game enforcing excessive noise, but to my knowledge haven't been real pricks about it. If you're running open headers dry with no attempt to quiet down, they'll probably pop you. Below Rotary, less patrols, less population. You'll have to ask a downriver local about the stretch below Avi.
