Does this look right? Is one leaf spring suppose to be up and one down like this?

If I am correct your trailer is not level. Your tongue height is either to high or too low. It's normal but you want it to be level when towing.

Somebody jacked that trailer up to the moon... You need to relax the suspension and flip the forward shackle, the shackles always "Hang" the load...

Depends on what end your talking about... ;)
The shackle should be going "up" from the crossbar...

its a bitch to get it to go back into the right spot. when mine flipped going up a steep driveway i had to put the trailer frame on jackstands and use a jack and a crowbar to flip em around... or you can always unbolt em and put em back together the right way but usually after hundreds of dips in the water those bolts are frozen solid.
