Rudder Location

I've seen some boats that have the rudder offset to either side . is there a benefit to having it on either side . Why would it be offset .

Prop torque counteract and to get rudder out of "wash". ;)

AHHHHHHHH ! So having it on either side wouldnt have any effect on turning like lets say on a ski boat .

I think if the prop turns left, the rudder will be offset to the right and vice-versa, but otherwise I doubt it would make a difference which side would work best (all boats IMO turn better one way than the other).

The rudder is offset to allow the propshaft to slide out without removing the rudder. A lot of older 60's boats have the rudder centered.

Another reason is to put a slight skew or crab to the way the boat tracks thru the water. If the rudder were perfect in the center, the hull will tend to waffle back and forth (or whatever the correct sailing term is).

What about the hydro's with the outboard steering where the rudder is way over to the right .

A hydro rides on half the propeller and those propellers are designed to lift. It's best to have the rudder in clean water.

I wouldn't go so far as to say that... Rudder location will be different from a flatbottom to a hydro to a crackerbox. They are all different animals.  ;)
