Most likely, the needle is stuck and won't seat to turn off the gas flow. Is the fuel coming out of the tube on the top of the carb?
Sometimes a tap on the top of the set screw can loosen it up. But, you should probably take it apart, inspect it, and clean or replace it. You can clean it with WD40 and make sure the needle moves freely in the seat. The assembly is adjusted to keep the right level of fuel in the bowl. So if you take it apart, pay attention to how high it sits and how many turns it takes to remove it.

This shows you how to do it:

Another possibility is there is something wrong with the float itself and it won't close the needle to the seat.

Also, final float adjustment should be made with the boat in the water.

So I fixed it (float was stuck tapped it with a rubber mallet and it freed up hahah) and got the boat to a good steady idle and we went out once we got out of the no wake zone gave it some throttle and it back fired and black smoke shot out of the intake (probably from mixture being to rich) and then it wouldn't start and ideas on that?

And a weird crackling noise (thing it was a shallow zone and plants were hitting it ) but the noise was coming from around the pump and transom area

In my experience if a carburetor sneezes or backfires it blows the power valve won't stay idling and have to give it a lot of throttle to run makes that suspect
