With the limited information in the post I would have to say to check the tune first.

Carburetor opening 100%, fuel pressure adequate, ignition timing proper, valves adjusted right and the list goes on for virtually ever.

Good luck.

Well I had the motor rebuilt, and swapped my open chamber heads to my closed, and took the 750 off and threw on a 650 due to a rebuild on the 750. It revs great when its not hooked to the jet and even when its hooked up, but when its hooked to the jet and running across the lake she wont go anywhere past 3k. It's odd because the motor came out of my v drive with everything but the closed chamber heads on it. It's got an hei ignition, and mechanical fuel pump. If ya need more info please ask, I'm at a loss and any ideas are greatly appreciated. I'm gonna check timing and fuel tomorrow.

The advance has to be working, it revs like it should without a load on it. Or am I wrong?

yah! ah where do i begin???? ah how do you know the cam was installed right at o degree????  you watched, you did it?  and just cause your runs great outa water (with no load ) does not mean your advance works. you need to google and do some reading. it will help . i am of the impression it really retarded or you have the wrong impeller in the jet.

Haha wow was I f@#$ed up! Good thing I work with electricity everyday and not motors! :banghead:
The boat had a 496 it, it has an a impeller and it'd run up to 5k with no issue. I'll call the machine shop who out it together cuz obviously I'm so far off track its not even funny
