I usually get about at least a coffee cup or more of sand after every season. It takes time to get most out. Your have two block drains(one on either side) and need to remove the plugs. Once out hook up a hose to top of block or front of block(water line areas). Removing exhaust will make this easier. You will want to run water on/off several times and shove a straw(or something similar) in plug hole to help with larger debris. Water will pass over sand so once water is off, the flow will move sand closer to plug hole...on/off. Eventually you will not see anymore sand after the on/off and that's about it while engine is in boat. If your plugs are steel and sealed to block, drill them out(but not big to hurt threads) and break them will a small chisel/punch and remove...chase them with a npt tap afterwards and get new brass plugs.
